I think it could mean you want to get away from the situation you are in.The fact you can’t get on the transport may mean you don’t know how to deal with it.

You have obviously dodged paying the fare at sometime or other.

Maybe you have some hidden latent desire towards people who work in public transport. Maybe you like people in oh I don’t know, a bus drivers uniform?

I love public transport dreams, I’ve had so many myself. You are trying to/ about to start a personal journey – in other words you are maturing, growing and broadening your horizons. But first you must address the problems that are around you, which seem to be small things. You aren’t travelling in your dreams yet because your journey is only just beginning. If you experience delays in your dreams, try to relate this to your waking life – it may mean you have come across a hurdle or stumbling block, put that right and you will progress in life and your dreams should reflect that. good luck.

Is there anything about your life that makes you feel trapped?
Perhaps your dreams are about trying to escape but having to deal with hitches when you do get away
